Upcoming Event: Seminar on Business Opportunities in the Philippines' Overall Infrastructure Engineering Market (Including Emerging Technology Engineering) and New Clark City Development

  1. Background


In recent years, the Philippine government under President Ferdinand Marcos Jr. has actively promoted the “Build Better More” program, announcing numerous infrastructure projects. Subsequently, in April 2024, the United States, Japan, and the Philippines jointly launched the “Luzon Economic Corridor” (LEC) initiative, aiming to drive the overall economic transformation of the Philippines through high-quality, modern infrastructure. This initiative has generated numerous construction business opportunities covering sectors such as transportation, energy, logistics, public utilities, and housing, as well as emerging technological engineering like new energy, data center, high-tech industrial park. Among these initiatives, New Clark City (NCC) is the flagship area for the Philippines, with plans for various large-scale construction projects.


Located in Tarlac Province of Central Luzon, New Clark City is approximately a two-hour drive from the capital, Manila. Developed as an urban extension of the former U.S. naval base area (now the Clark Freeport and Special Economic Zone), this new master-planned city is expected to foster an emerging industrial cluster connecting Subic Bay and Clark once transportation infrastructure is completed, carrying vast construction opportunities and development prospects. Furthermore, NCC plays a pivotal role in the U.S.-led “Pax Silica” initiative. In April 2026, the U.S. announced a plan to establish an U.S. Economic Security Zone in NCC, featuring the world’s first AI-native investment acceleration hub, which is expected to promote high-tech supply chains and position NCC as a global focal point for U.S.-allied manufacturing.


As a flagship project led by the Bases Conversion and Development Authority (BCDA) of the Philippines, NCC is positioned as the country’s first integrated metropolis that is smart, green, and disaster-resilient. The Philippine government is actively planning infrastructure projects in NCC, including government facilities, water resources (e.g., wastewater treatment plants), energy (e.g., waste-to-energy projects), and commercial centers (e.g., residential and shopping complexes). Furthermore, it intends to attract investments in emerging technology engineering, such as data centers and high-tech parks. Several major transportation projects are currently under construction, such as the North-South Commuter Railway (NSCR) and the Subic-Clark Cargo Railway (SCMB).


To assist Taiwanese construction companies and related industries in seizing overseas infrastructure opportunities, the Chung-Hua Institution for Economic Research (CIER), in cooperation with the Public Construction Commission (PCC) of the Executive Yuan, is hosting the “Seminar on Overseas Construction Opportunities: The New Clark City, Philippines.” Mr. Steve Chien, Honorary Chief of Supervisory Board of the Taiwan Association Inc. in the Philippines; Erwin Kenneth R. Peralta, Vice President of the Bases Conversion and Development Authority (BCDA); and Jason Romeo C. Valderrama, President and CEO of JCV & Associates Project Management and Development, Inc., have been invited to share insights on the development of New Clark City, ongoing construction projects, and investment opportunities. Taiwanese business leaders are cordially invited to attend. Event details are as follows.
