  • Background


Southeast Asia has in recent years become one of the most dynamic economic regions in the world. With a total population of 676.6 million and a rapidly expanding middle-class market, ASEAN countries are playing an increasingly important role in global trade and investment flows. They occupy a crucial position in regional supply chains and are gradually becoming a key engine driving global sustainable growth.


As United States–China trade tensions continue to escalate, Southeast Asia has also emerged as a major beneficiary of the “China + 1” strategy and a preferred destination for friend-shoring. Many countries have relocated their supply chains to ASEAN, yet this has also led to a significant rise in trade surpluses with the U.S. and issues such as circumvention of rules of origin. Consequently, ASEAN has become a primary target of President Donald Trump’s “reciprocal tariffs” policy during his second term.


From October 26 to 28, 2025, ASEAN held the 47th ASEAN Summit and related meetings in Kuala Lumpur, Malaysia, reaffirming its determination to accelerate regional economic integration. Meanwhile, emerging industries in ASEAN are rising rapidly—including the digital economy, green technology, renewable energy, and advanced manufacturing—showing enormous development potential. Particularly, ASEAN’s active efforts to develop the semiconductor and electric vehicle industries will provide more opportunities for cooperation with both global partners and Taiwan.


The Taiwan ASEAN Studies Center (TASC) at the Chung-Hua Institution for Economic Research (CIER) will host two seminars on December 11, 2025 (Taipei time 10:00–17:00), co-organized by the Chinese National Federation of Industries (CNFI). The first session, the 2025 International Conference on “ASEAN in the Second Trump Administration: Strategic Challenges and Policy Opportunities” (10:00–12:00), will be conducted in English. The second session, the “20th  Southeast Asia Economic and Trade Work Promotion Platform Conference: ASEAN’s Industrial Development Prospects and Emerging Business Opportunities amid Geopolitical Shifts” (14:30–17:00), will be held in Chinese.


The first session, “ASEAN in the Second Trump Administration: Strategic Challenges and Policy Opportunities” (English session), will feature four presentations. The first will be delivered by Dr. Nguyen Hung Son, President of the Diplomatic Academy of Viet Nam, on “Deepening ASEAN Economic Integration and Resilience: 2025 and Beyond.” Next, Ms. Joanne Lin, Coordinator at ASEAN Studies Centre, ISEAS - Yusof Ishak Institute, will present on “Challenges and Opportunities in ASEAN under Trump 2.0.” This will be followed by Dr. Intan M. Ramli,  Board Member of the Asia Pacific Investment Network and Former Malaysia’s TPP Negotiator, who will speak on “Building an ASEAN Semiconductor Ecosystem: Towards a More Resilient Supply Chain.” The fourth speaker, Prof. Andrew Jia Yi Kam,  Principal Research Fellow and Professor of International Trade, Institute of Malaysian and International Studies (IKMAS), the National University of Malaysia, will present on “Towards a Green Semiconductor: Impact on Malaysia and Taiwan.” The session will conclude with a panel discussion on ASEAN’s challenges and opportunities under Trump 2.0.


The second session, “ASEAN’s Industrial Development Prospects and Emerging Business Opportunities amid Geopolitical Shifts” (Chinese session), will feature Dr. Chiew-Ping Hoo, Co-founder and Senior Fellow at the East Asian International Relations (EAIR) Caucus, Malaysia, who will share on “An Overview of post-ASEAN Summit 2025: Expectations and Prospects.” Next, Ms. Hongmei Li, independent consultant, will present “China’s Overseas Investment Strategy in an Era of Transformation: The Case of Solar Energy and Electric Vehicle Industries in Southeast Asia.” The third speaker, Mr. Leo Chang, Director at the KPMG Advisory, Taiwan, will present on “Outlooks for ASEAN’s Digital Transformation and AI Governance amid U.S.–China Tech Rivalry.” Finally, Ms. Anya Chung, Research Analyst at TASC, will share on “The Development and External Cooperation of the Rare Earth Industry in ASEAN Countries amid Global Geopolitical Dynamics.” After the presentations, a panel discussion will follow to exchange views on ASEAN’s external economic relations and new business opportunities.
