Background
Amid growing trade uncertainties in the current geopolitical environment and the escalating technological competition among major economies, governments are rapidly adjusting their respective economic, trade and industrial policies, placing economic resilience at the forefront of their state strategy. Within this landscape, strategic focus has shifted toward supply chain reallocation, regional integration and the proactive industrial policies of key Asian economies. In particular, policy developments across Taiwan, South Korea and India, combined with the structural reorganization in the larger Asian and global supply chains, will decisively shape the next era of global trade and technological security.
The Taiwan ASEAN Studies Center at the Chung-Hua Institution for Economic Research (CIER) will hold its 2026 International Conference on October 29, 2026, from 09:00 to 12:00 (Taipei Time), at the 2F International Conference Room of the Institute of Diplomacy and International Affairs, Ministry of Foreign Affairs. The theme of the 2026 International Conference is "Trade, Industrial Policy and Economic Resilience in Key Asian Economies: Perspectives from Taiwan, South Korea and India." The conference will be conducted in English. The event will commence with opening remarks by Amb. Baushuan Ger, followed by three presentations moderated by Mr. John Chen-Chung Deng, Former Minister without Portfolio. The speakers are Dr. Shin-Horng Chen, Vice President of CIER; Dr. Kyungjin Song, Senior Fellow of the Asiatic Research Institute, Korea University, Republic of Korea; and Dr. Prabir De, Professor at the Research and Information System for Developing Countries (RIS), India.
The conference will conclude with a roundtable discussion themed “Beyond Economic Shifts: Creating New Opportunities for Prosperity and Cooperation,” moderated by Ms. Kristy Hsu, Director of the ASEAN Studies Center, CIER. The session will feature Mr. Ninad S. Deshpande, Director General of the India–Taipei Association; representatives of Southeast Asian countries’ offices in Taiwan (inviting) and the three speakers. The discussion will examine how Indo-Pacific economies can strengthen trade policy coordination and supply chain resilience amid an evolving geoeconomic landscape. It will also offer perspectives, assessments, and analysis from Taiwan, South Korea, and India on current developments in semiconductors and artificial intelligence (AI), emerging industries, and cross-border industrial and economic cooperation. The discussion aims to identify new directions and potential opportunities for deepening economic cooperation among Taiwan, South Korea, and India.

Speaker Bio
(1) Dr. Shin-Horng Chen

Shin-Horng Chen is a Vice President of Chung-Hua Institution for Economic Research (CIER), a leading economic think tank in Taiwan. He has intensive research experience on the development of the ICT industry, S&T policy, national innovation system, global production and innovation networks, R&D internationalization, service innovation. He is also an experienced reviewer for a few R&D programs sponsored by the Taiwanese government. For his well-respected work of innovation and policy studies, Shin-Horng Chen received Award for Innovation Model Promoter, First National Industry Innovation Award from the Ministry of Economic Affairs in 2011.
His academic publications can be found in a few referred journals, such as Research Policy, Technovation, R&D Management, Industry and Innovation, Asian Journal of Technology Innovation, Empirical Economics Letters, Working Paper of National Bureau of Economic Research, China Economic Review, China Information, and NTU Management Review. He has also contributed papers to more than twenty editorial books, published by international academic publishers.
(2) Dr. Kyungjin Song

Dr. Kyungjin Song is a senior fellow of the Asiatic Research Institute, Korea University. She served in 2024-2025 as the first Korean Country Representative for Korea in the Asia Foundation’s over 70-year history until leaving due to the US policy shift.
Kyungjin currently serves a member of the Policy Advisory Committee of the Ministry of Foreign Affairs with a special focus on economic diplomacy. Kyungjin served the Government of the Republic of Korea in various capacities. She was an advisor to the 49th Prime Minister of the Republic of Korea and a member of the Policy Committee of the Seoul Metropolitan Council until recently. She worked, 2008-2009, as special assistant to the Special Economic Adviser to the President in the Office of the President. She served, 2009-2011, as special adviser to the Chairman of the Presidential Committee for G20 Seoul Summit in the Office of the President. She oversaw the entire production of the official White Paper of the 2010 G20 Seoul Summit. From 2004 to 2008, she worked in the Ministry of Finance and Economy as foreign press spokesperson. She also served, 2011-2012, as special adviser to the Chairman & CEO of the Korea International Trade Association. She was the first female president of the Institute for Global Economics, from 2016-2018.
Kyungjin is also Korea’s coordinator for the Korea-India Strategic Dialogue sponsored by the foreign ministries of the two countries. She is also an advisor to the Washington-based ITIF’s Center for Korean Innovation and Competitiveness. She is a member of the Executive Committee of the Global Trade and Innovation Policy Alliance (GTIPA), a global think tank group. She presently advises the Incheon Airport Corporation, a public company.
Kyungjin writes monthly columns on diverse issues including foreign and economic affairs, technology, and global governance. Her letters to the editor have been published in various esteemed international media such as The Financial Times, The Wall Street Journal and Newsweek.
In June 2011, Kyungjin was awarded the Korean Government’s Order of Civil Service Merit for her outstanding achievements. She also received in 2015 the Plaque of Appreciation from JoongAng Ilbo, a leading Korean newspaper, for her contribution to the JoongAng Media Group. She also received in 2019 an award from The German Chamber of Commerce in Korea for her pro bono mentoring for young women professionals.
Kyungjin studied at the Hankuk University of Foreign Studies, Boston University and the University of Kansas.
(3) Dr. Prabir De

Dr. Prabir De is a Professor at the Research and Information System for Developing Countries (RIS), New Delhi. He was the Founding Head of the ASEAN-India Centre (AIC). He works in the field of international economics and has research interests in international trade and development. He has been conducting policy research for the Government of India and several national and international organisations including UN agencies and multilateral development banks. He was a Visiting Fellow of Institute of Developing Economies (IDE-JETRO), Chiba; Asian Development Bank Institute (ADBI), Tokyo; Korea Institute for International Economic Policy (KIEP), Seoul; and Visiting Senior Fellow of United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), Bangkok. He has contributed several research papers in international journals and written books on trade and development, regional cooperation and integration. He is also the Founding Editor of Journal of Asian Economic Integration (JAEI), published by the Sage. He recently co-edited a book entitled “The Changing Profile of India’s Trade Relations: A Partial and General Equilibrium Analysis”, published by Routledge in 2025.
